Delivery plan for spectator transport of the most recognised para-sport event

Client Situation

Our client was committed to delivering best ever transport services for the millions of spectators of the most prominent para-sport event in the world. Less than one year and a half prior to the event, our client asked us to identify the required transport delivery programs, as well as in determining key milestones. Tracking progress and provision of focused advice were also major client concerns. Finally, the client wanted to develop a consistent mechanism for monitoring and controlling the delivery plan over the next one and a half year.

The way to problem solving

The project focused on all aspects of transport preparations that could have an impact on spectator transport, including estimation of spectator demand, transport infrastructure projects, critical road network arrangements, venue transport planning and parking areas for disabled spectators, park-and-ride facilities, and city wayfinding and signage.

In order to identify transport delivery programs we conducted a series of targeted interviews with key stakeholders. Building upon our previous multi-sport event experiences, and using the results of these interviews, we developed a robust set of programs grouped into the following areas:

  • Transport strategy
  • Transport facility enhancements
  • Spectator transport
  • Venue transport
  • Critical road network
  • Transport information
  • Transport integration

We used a standardized template to capture the essentials of the transport delivery programs, such as the critical milestones per program, the responsible agencies and their respective responsibilities, the assessment of the progress made, and the provision of focused advice and guidance.

A series of validation interviews with the stakeholders enabled us to confirm the feasibility and the inclusiveness of the proposed delivery plan.

Impact

Our work enabled our client to understand its priorities for the next planning phase of its operations. More specifically, the need for a number of immediate actions on core issues was revealed, such as:

  • Understanding of the demand requirements for special client groups regarding the para-sport event
  • Validating transport infrastructure accessibility enhancements through a detailed capacity vs demand analysis of critical services and assets
  • Development of a robust city wayfinding and signage plan customized to the specific needs of the event
  • Establishing clarity on the ticketing policy for the event and its implications on spectator demand
  • Development of customized travel guidance for special client groups
  • Providing special assistance between parking areas and mag and bag facilities for spectators
  • Ensuring integration across all areas that affect spectator experience in the context of the para-sport event.

The transport delivery plan was endorsed by all transport stakeholders of the city, and was implemented successfully, contributed to the delivery of outstanding transport for the world's premier para-sport event.
